SENATE BILL NO. 217 BY SENTOR HUGHES, entitled:                                                                                 
                                                                                                                                
          "An Act allowing school districts to authorize one or                                                                 
          more permanent employees to possess a concealed                                                                       
          handgun on school grounds under certain conditions;                                                                   
          relating to the duties of the Department of Public                                                                    
          Safety; and relating to continuing education in                                                                       
          firearms training for permanent employees authorized
